The White House 1600 Pennsylvania Ave. NW Washington DC 20500 Dear President Obama: We are writing to reject introducing a federal system of government in Afghanistan as argued by several US House Representatives at a conference in Germany which is widely interpreted by the Afghan people as dividing the country and harming prospects for peace. A conference held on, January 8, 2012 at the Aspin Institute, Berlin, Germany on the post 2014 prospects for Afghanistan, indicated this scheme threatening the unity, peace and stability of the country. The Afghan people see this as interference in the domestic affairs of Afghanistan and contrary to the recently announced policies of your Administration toward Afghanistan annunciated by Vice President Biden seeking greater peace and end of conflict. The conference in Berlin was entitled: “ Members of the US House of Representatives in Dialogue with Leaders From Northern, Western and Central Afghanistan”. This gathering indirectly duplicated the failed policies of the past to divide Afghanistan in to north-south, which was tried in collaboration with the Russians during the war against the Soviet occupation under the code name “Operation Koskad”. Some of the same Afghans or their close associates were involved. The scheme to separate several provinces in northern Afghanistan from the rest of the country fortunately failed. The Fog of War
There is little that can be construed as rational when a nation is in a state of war. But there exist events that often defy the most nefarious and or conspiracy-bound theories. Afghanistan, as with so many nations around the world, a disproportional history or legacy exists. When events defy analysis and hence explanation, said events are said to be diffused or obscured by the legendary or amorphous “fog of War.” A rudimentary- sketch of “The Fog of War” as it relates to Afghanistan follows:
